Respirators & Respiratory Protection Equipment
OSHA 29 CFR 1910.134 requires employers to establish a written respiratory protection program whenever engineering and administrative controls do not reduce worker exposure to airborne contaminants to or below the permissible exposure limit (PEL). The program must include hazard assessment, respirator selection, medical evaluation, fit testing, training, and maintenance. All respirators must be NIOSH-approved — non-NIOSH devices are prohibited for compliance use.

Respirators & Respiratory Protection — Frequently Asked Questions
The NIOSH filter rating system uses a letter and number to identify the filter's oil resistance and filtration efficiency:
- N (Not oil resistant): not approved for use against oil-based aerosols. Suitable for dust, mist, fumes, and non-oil particulates.
- R (oil Resistant): resistant to oil-based aerosols for a single work shift only (8-hour limit on oil-based aerosol use).
- P (oil Proof): strongly resistant to oil-based aerosols; no time limit restriction for oil-based aerosol use.
- 95, 99, 100: the percentage filtration efficiency for particles 0.3 microns and larger. 95 = 95% efficient; 99 = 99%; 100 = 99.97% (effectively HEPA-equivalent).
The most common respirator in industrial settings is N95 — not oil-resistant, 95% efficient — suitable for most dust, mist, and fume applications where oil aerosols are not present.
A disposable N95 filters particulates only. A half-face reusable respirator with appropriate cartridges protects against a wider range of airborne hazards:
- Organic vapors (OV): solvents, paints, adhesives, fuels — requires activated carbon OV cartridges (3M 6001 series)
- Acid gases: chlorine, hydrogen chloride, sulfur dioxide — requires acid gas cartridges (3M 6003)
- Combined OV + particulate: spray painting, pesticides — OV/P100 combination cartridges
- Metal fumes: welding, soldering — welding respirator with N95/P95 filters
Use a half-face or full-face respirator with the correct cartridge whenever the contaminant is a gas, vapor, or oil-based aerosol that N95 filtering facepieces cannot protect against. Consult OSHA 1910.134 and the SDS for the chemical involved to determine the required APF (assigned protection factor) and cartridge type.
Yes. OSHA 29 CFR 1910.134(f) requires that employers provide fit testing for all workers required to use a tight-fitting facepiece respirator (N95 disposables and half/full face reusables). Fit testing must be performed:
- Before the employee is required to use the respirator in the workplace
- Annually — once per year at minimum
- Whenever the employee changes to a different make, model, style, or size of respirator
- If the employee has a physical change in facial features that could affect fit (significant weight change, dental work, facial surgery)

Respirator cartridges have a finite service life that depends on the airborne concentration of contaminants, the breathing rate of the wearer, humidity, and temperature. There are two approaches to cartridge change-out:
- Change schedule (recommended for organic vapor): OSHA requires employers to develop a change schedule based on objective information demonstrating cartridge service life. Published end-of-service-life indicators (ESLI) or manufacturer software tools can determine replacement frequency for specific chemicals and exposure conditions.
- Sensory detection (unreliable and not OSHA-preferred): Changing cartridges only when you smell the chemical means you have already been exposed beyond the cartridge's protection. This is not an acceptable change schedule for most applications under OSHA 1910.134.
Particulate filters (N95, P95, P100) should be replaced when breathing resistance increases significantly, when they are damaged, or per manufacturer schedule. P100 filters for HEPA applications should not be washed.
