Earplugs, Earmuffs & Workplace Hearing Protection
Noise-induced hearing loss is permanent and entirely preventable. OSHA 29 CFR 1910.95 requires employers to implement a hearing conservation program when workers are exposed to a time-weighted average (TWA) noise level of 85 dB or higher over an 8-hour workday. That program must include engineering controls, audiometric testing, training, and the provision of hearing protectors with a sufficient Noise Reduction Rating (NRR) to reduce employee exposure to at or below the permissible exposure limit.

Hearing Protection — Frequently Asked Questions
NRR (Noise Reduction Rating) is a single-number rating measured in decibels (dB) that represents the amount of noise reduction a hearing protector provides under laboratory conditions. An earplug rated NRR 30 dB does not reduce noise by 30 dB in real-world use.
OSHA's derating formula for estimating real-world protection: subtract 7 from the NRR, then divide by 2. For an NRR 30 earplug: (30 − 7) ÷ 2 = 11.5 dB of estimated real-world protection. So a worker exposed to 95 dB would experience approximately 83.5 dB with properly fitted NRR 30 earplugs. OSHA requires exposure to be reduced to 90 dB (8-hr TWA) or below.
Foam earplugs are inserted into the ear canal, forming an acoustic seal. They provide the highest NRR (up to 33 dB) but require proper roll-down and insertion technique — an improperly fitted foam earplug delivers significantly less protection than its rated NRR. They are single-use disposable and sold in bulk boxes.
Banded earplugs (like the PIP HPB410) sit at the entrance of the ear canal rather than inside it. They don't require roll-down, making them faster to put on and take off — ideal for workers who move frequently between noisy and quiet areas throughout the day. Their NRR is typically lower than deep-insert foam earplugs but acceptable for many industrial applications. They rest on a flexible band that keeps plugs clean when not in use.
Earmuffs are preferred over earplugs in several situations:
- Ear conditions: workers with ear canal irritation, infections, or conditions that make earplug insertion uncomfortable
- Frequent removal: workers who put protection on and off many times per shift — earmuffs are faster to don and doff correctly
- Supervision: supervisors need to visually verify hearing protection use from a distance; earmuffs are instantly visible
- Hard hat integration: the Securis SEC-A-01 and SEC-A-02 quick-connect muffs and the Delta Plus ProGuard Kit attach directly to the hard hat, eliminating the need to manage separate HPD
- Very high noise: for TWA exposures above 100 dB, dual protection (earplugs under earmuffs) may be required; add approximately 5 dB to the higher-rated device's NRR
Proper insertion is critical — an incorrectly fitted foam earplug can provide 50% or less of its rated NRR. The correct technique for standard roll-down foam earplugs:
- Roll the earplug into a tight, crease-free cylinder between clean fingers
- With the opposite hand, reach over the head and pull the outer ear upward and backward to straighten the ear canal
- Insert the rolled plug quickly, hold in place for 20–30 seconds while the foam slowly expands to fill the canal
- After insertion, the earplug should feel snug throughout; if it feels loose or pops out, reinsert
The PIP EZ-Twist® earplugs use a patented no-roll insertion — simply insert and twist — eliminating the roll-down step entirely for faster, more reliable fit.
OSHA 29 CFR 1910.95 requires a full Hearing Conservation Program when workers are exposed to noise levels at or above an 8-hour TWA of 85 dB (the action level). The program must include:
- Noise monitoring to determine worker exposures
- Audiometric testing (baseline and annual hearing tests)
- Provision of hearing protectors at the employer's expense
- Hearing protector training
- Recordkeeping
The permissible exposure limit (PEL) is 90 dB TWA — at or above this, engineering and administrative controls are required and hearing protectors must be provided. Hearing protectors alone do not satisfy the standard if the PEL is exceeded without engineering controls. Safe-Fast offers hearing conservation training programs to support OSHA 1910.95 compliance.
