OSHA 29 CFR 1910.134 requires employers to establish a written respiratory protection program whenever engineering and administrative controls do not reduce worker exposure to airborne contaminants to or below the permissible exposure limit (PEL). The program must include hazard assessment, respirator selection, medical evaluation, fit testing, training, and maintenance. All respirators must be NIOSH-approved — non-NIOSH devices are prohibited for compliance use.
